USALearning is an Office of Personnel Management program. It supports 18 of 24 Cabinet-level Federal agencies, the Department of Defense, and over 40 small agencies. USALearning is certified by the Human Resource Line of Business as the government’s “Preferred Provider” for all products and services related to e-learning.
 
USALearning provides management support (i.e., Platform and Software as a Service [PaaS/SaaS] support for open-source, commercial, and government off-the-shelf software and other configurable solutions) as well as “assisted acquisition” services for digital learning systems. That means the program has resident subject-matter experts and contracting personnel who help other government organizations with their requirements, contracting, purchasing, and maintenance processes.
 
Specifically, USALearning can support acquisition efforts for training and education products and services. These include, as examples, the design, development, delivery, and support of learning management systems, learning content management systems, custom e-learning courses, IT security services, and custom software engineering services. USALearning can also provide customized learning management systems, online forums, executive coaching, access to online course libraries, custom course development, hosting and helpdesk support, technical support services, online assessments, virtual conferencing, and various training courses on topics such as ethics, hiring, and cybersecurity training.
 
This website, the USALearning Project Portal, was developed in collaboration with the Department of Defense to help streamline assisted acquisition processes. This site lets customers (i.e., military or government personnel with training and education program requirements) submit their requests via an automated portal. The portal also helps acquisition managers monitor all of the submissions from their organizations, and it lets senior leaders review aggregate metrics such as acquisition cycle times and spending under management within a given category.
