USALearning is an Office of Personnel Management program created to support the development of the Federal workforce and assist government agencies by providing simplified, one-stop access to high-quality e-learning products, information, and services. Through better buying power and shared services, USALearning offers more efficient and effective acquisition processes for the Human Resource Line of Business, as authorized by law and recognized by the Office of Management and Budget.
 
This website, the USALearning Project Portal, is designed to help the Department of Defense and other Federal agencies submit their requirements for assisted acquisition or shared services that are covered by USALearning’s scope of work. That scope includes the following training and education requirements:
 

  • Routine hardware, software, or network services for training and education
  • Online instructional delivery capabilities
  • Online collaboration capabilities
  • Digital learning assessment and assessment management capabilities
  • Digital learning data management
  • Curricula and instructional media development services
  • Curricula and course repositories
  • Human resources services for training and education
  • Platform/Software as a Service (PaaS/SaaS)

 
In addition to assisting with contracts and purchasing, USALearning also offers e-learning as a managed service. Available services include managed platforms, such as government cloud hosting, and associated digital applications. This includes a learning management system (LMS) and learning record store (LRS) at both the “FedRAMP Moderate” and the comparable “DoD Impact Level 2” cybersecurity accreditations.
